Should plan to remove the Deploy-AzureResourceGroup script

To align with the end of support for the AzureRM module coming up on February 29, 2024, it would be good to plan for deleting the script Deploy-AzureResourceGroup.ps1, that uses the module commands. Please use this Issue to express any concerns or requirements.

This should not impact the Deploy-AzTemplate.ps1 script that uses the Az PowerShell modules.
