I'm not 100% sure how to detect suspended output yet, but it might be as simple as detecting an input of Ctrl+S. That said, there are multiple different inputs that cancel the suspend, so I don't think this will be trivial. More research is needed.
A good indicator would be a faint red square border around the outside of the terminal window.
