Users are having trouble finding the layer info panel in Cesium Maps

The metadata and info about each layer in a Cesium Map can be accessed by clicking on the gear icon in the layer list:

It's been reported that many users don't notice this icon or don't realize that it leads to more information about the map.

We should design and test a new way to access this information that is more intuitive. For example, we could simply change the icon to a question mark or info icon, we could add text next to the icon, or we could add a tooltip. The icon only appears when the user hovers over the layer, so we could also explore making it visible all the time.
