在测试中发现paddle.outer、paddle.rad2deg、paddle.rot90 Api 在参数中指定 name 属性不生效, 未能返回预期结果

你好，
该name参数在大多数api中只是预留的一个占位，当前很多api实际是没有生效的

你好, 如果不生效是否考虑在文档中删除, 避免误导
