Making Tab bar with Skia

What is the proper way to create such clickable bar like below with skin.

I just wanna use the advantages of blurring in Skin, and want to create a tab bar like above.
But once you click one of the icons progress behind should also get longer or shorter.

I have a plan like, holding a progress value outside of everything and making multiple canvases and manipulating the progress from each of them but I dunno is that the right approach
