[fix] Disable filtering / URL parameter overridding when using the "table filters" portion of the nteract explorer #4

Motivation

Prevent usage of a plugin from overriding configuration that is used by the main application
Applying a filter can inadvertently losing your whole sql query

As a first step, we could disable the "syncing" feature that was added in [feature] Permalink to specific SQL query/chart configuration #18 for the datasette case
As a longer-term step: When [feature] Permit parent page to modify the behavior of the "show filters" button nteract/data-explorer#83 is applied, this plugin needs to be updated to use the new API (either applying the filter somewhere else, or removing the filter ability altogether).
