Add a new tile to ioos.us for Sanctuary Watch

We have a request to add a new tile for Sanctuary Watch. The release date of the website is still TBD, but I wanted to raise an issue here just so it's on folks' radar. Below is, what I believe to be, the relevant information we need to add the new tile.

Title: Sanctuary Watch
Descriptive Text: Ecosystem tracking and conservation tools to inform sanctuary management.

Placement: In the third row, place it between "IOOS by the Numbers" and "Compliance Checker" tiles. The remaining tiles will need to be shifted. The last row will shift "Ocean Acidification" to a new row. If that tile could be centered on the new row at the bottom, that would be great!

Timeline: Sometime mid-late January
