Bulleted lists near the top of the document are not rendering as lists

There's some enabling work we can do:

• check whether the bug is that
  1. the OpenAPI representation of ServiceAccount has invalid Markdown, or
  2. the API reference generator does not correctly handle a valid Markdown description
• ensure that at least two contributors know how to run a documentation build using the generators we have - see SIG Docs Tech Leads to learn/document reference docs generation process for a Kubernetes release #46583
• document how to check if the OpenAPI description for an API kind is valid
