The error says you were on .86. This error typically happens when a cleaner style app is run and one of the things they do at times is delete the the installers that are used to ... uninstall.

https://learn.microsoft.com/en-us/windows/powertoys/install#extracting-the-msi-from-the-bundle shows how to pull the MSI out of the bundle.

https://github.com/microsoft/PowerToys/releases/download/v0.86.0/PowerToysUserSetup-0.86.0-x64.exe is the installer you'll want from https://github.com/microsoft/PowerToys/releases/tag/v0.86.0 release
