Could you please help me in the interpretation of the discount table?

My interpretation is:-

Every new customer will get a discount of 10.50 (irrespective of store and quantity purchased)
If a customer buys quantity between 100 and 1000, then they will get discount of 6.70 (irrespective of store)
The store 8042 is giving a discount of 5.00 (irrespective of quantity)
