How to submit an extrinsic that will definitely be included exactly in the very next block?

I am submitting an unsigned extrinsics in block import pipeline to be included in the very next block with longevity 1.

The issue is that while it works most of the time, with large load on transaction pool I sometimes hit a situation where transactions are not included in the next produced block. Since this transaction is critical for consensus, I need to figure out how to make it work reliably.

The transaction in question has DispatchClass::Mandatory and submit_unsigned_transaction() succeeded, so it should be in transaction pool (debug logs were not enabled and I'm still trying to reproduce this in controlled environment).

Looks like transaction pool is overloaded and that causes transaction eviction, but maybe there is a way to make sure DispatchClass::Mandatory transactions are never removed?
