Emulate the exploit that allows you to decrypt PKGs

Will the emulator ever be able to emulate the exploit that allows you to decrypt a PKG without needing a real PS4?

It can already do it, look at the Quickstart.

It is not possible to do this on PC.

You can dump the disc (create a disc image) or copy the internal files from the disc, but they will be encrypted and useless.
To decrypt the files and make them useful, you need real PS4 with jailbrake.

I guess it could be possible but would still need you to provide the decryption key, dumped from your hacked PS4. (Similar to how switch emulators use prod.keys)

Still, not sure there's any homebrew on PS4 that can dump the decryption keys

Yes, to decrypt PS4 game files on your PC, you would need the keys (the same situation that happens with PS3, WiiU, Switch games...), and a program to do the decryption.
These keys are not yet known, or have not been made public.
