Currently, a vocabulary is implemented in EPUBCheck either as a fully-checked vocabulary (for which unknown terms are reported as errors) or as an unchecked vocabulary (all terms are accepted).

It would be useful to implement a new type of intermediate vocabulary where we would accept all terms, but report unknown ones as usage messages.
