EOWG: How to best reflect progress on non-Rec milestones

I'll work with Shawn on getting EOWG milestones into this format. But for groups that make progress on deliverables that aren't Rec-track, how can we show progress in a meaningful way? Not all W3C groups are Rec-track; let's make sure we can show that progress as well. - Judy
