Unfortunately, I'll be out of office on Oct 1 2024 but the below issue is nearing completion. I've published the documentation to this repo's wiki and would love any remaining feedback before closing out the original issue:

As a FYI, Apple is planning to propose VTT as an Interop 2025 Focus Area Proposal, and the Timed Text Working Group was unanimously supportive last Friday at TPAC.

The other two WebVTT issues mentioned by @zcorpan during the call:

• WebVTT should expose an inline-block backdrop element for cues w3c/webvtt#516
• WebVTT rendering tests fail widely because of UA-specific cue backgrounds wpt#46453
