What?

adds support for high ids in cli docker image

Why?

fixes #59253

How?

When OSX assigns high uid and gid the docker build of the CLI fails to add the user and the group. It causes the home folder not to be created and the wp-env start command fails

Testing Instructions

run wp-env start
