Updates to jdk 17 & Groovy 4

Updates to JDK 17 and Groovy 4

• update gradle wrapper to 7.6
• Replaced maven plugin with maven-publish https://docs.gradle.org/current/userguide/upgrading_version_7.html#upload_task_deprecation
• Replaced cglib with bytebuddy because cglib was failing some tests

LMK if there are changes needed to get this included, I removed a bunch of things from the gradlew to simplify it when updating it

This is indeed needed for groovy4! Perhaps we can build ourselves?
